Steps to reproduce:

I double-check an email message, to open and read in a new window. Using the most recently version of Thunderbird, 115.9.0, 64-bit, on Windows 11.

Actual results:

The customizable toolbar is missing many items that were previously available (I believe pre-115). For example, Reply, Reply All, Forward, Delete, Junk are all gone. These were all on my toolbar (see attached screen shot), and they disappeared after the update; they also are not found in the Customize Toolbar window.

I see that these menuitems have all been inconveniently moved to the message header. Now it appears I'm being forced to use one menubar on the far left of the message window, and then another menubar at the far right. It seems pretty obvious that this is a UX design oversight of some magnitude.

Expected results:

Frequenty used toolbar commands, such as Reply, Reply All, Forward, Delete, Junk, should be available on the primary toolbar. Everything useful should be together in a single configurable menu area, so that the user doesn't have to go way left for some commands and way right for others.

(Ideally the button menu in the message header could just go away, as was possible maybe 5 years ago; a separate set of command buttons doesn't seem to have value. The Toolbar at top/left is preferred, as it's in the neighborhood the the "File" menu, which I suspect isn't going anywhere.)

In Thunderbird main UI view Folder Pane, Thread Pane etc
It is possible to right click on 'Unified Toolbar' > Select 'Customise' and add eg: 'Reply', 'Reply-all' etc to the 'Mail' tab.
Those items are stated to be 'available for Mail Space only'.

Previosuly, when I enquired about the 'Mail' item in Spaces Toolbar not being selectable when reading another email opened in a Tab, it was explained that emails opened in other tabs were regarded as still using 'Mail', so the 'Mail' icon is not selectable to go back to eg: Inbox tab.
Therefore, you would expect all items placed on the customised 'Mail' toolbar which are available for Mail Space only' to be included in the various 'Mail' views eg: emails open in tabs and windows.

If put eg: Write and Reply on customised Unified toolbar they are visible if viewing email in:
Message Pane and new Tab
But not all items are available if viewed in a new window. eg: 'Write' will be visible, but 'Reply' is not.
This is not working in accordance with 'available for all Mail spaces'.

Email opened in a new window, does have a Customise option, but it does not offer items you would expect in relation to an opened email.
It does not offer the 'Reply' item which was put onto the 'Mail' view in Unified Toolbar.
It offers a Customise which is 'available for all spaces' but specifically not 'mail' spaces.

Expected:
All the various 'Mail' views to display same selection.

Question: is the auto open mail in a new window suddenly not considered as 'Mail' as in all prior versions?
I would say this a bug which needs fine tuning the Unified Toolbar to apply to emails opened in a new window because they are mail.

Message actions have always been available in the message header.

Not an oversight as such - the unified toolbar which was introduced in version 115 has just not yet been made available on all the other windows.
