Note

• When the user opens a PDF into Firefox, activates any of the buttons Highlight, Text, Draw or Add or Edit Images and then clicks on Tools and Hand Tool, he will notice that the Hand Tool does not activate.

Steps to reproduce

1. Load a PDF inside the browser: https://www.irs.gov/pub/irs-pdf/f1040.pdf
2. Click any of the buttons Highlight, Text, Draw or Add or Edit Images
3. Click on the ">>" button (Tools)
4. Click on Hand Tool

Expected result

• The previously activated button deactivates
• Hand Tool activates

Actual result

• The previously activated button remains active
• Hand Tool is not enabled
