mozmail doesn't show pop content anymore+wrong character encoding

i use mozilla-mail with 2 mail-accounts, where one is an IMAP account (maildir,
qmail) and the other one is an mbox,pop account. suddenly the pop
account-messages were not visible anymore, there are new messages on the server,
and also mozilla reports that there are messages coming in (with the
mail-notification) but i am not able to see neither the messages nor the index.
i can just see the amount of messages unread.
when i click on "properties" on the pop-folder, i see that the "default
character coding" of this folder changed to "arabic (ibm-864)", but it's not
possible to change this.
if i try to "get msg" it does nothing.
i think two possible things can be the cause for all this:
1. either i received some mail in arabic-ibm-864 encoding, which screwed up the
whole mbox or
2. maybe it has something to do with my outgoing smtp. as i am changing this
very often (mozilla is installed on my notebook) this could also **** things up.
i really need to get this running again, as this is an important mailbox (all
the mail is downloaded and not left on the server)

Steps to Reproduce:
1. click on the mail folder or
2. click on "get msg" or
3. right-click on properties of the folder
Actual Results:
the pop folder properties can't be changed, there is nothing happening when i
try to enter the folder.
Expected Results:
it should display the content of the POP folder, the mail index and the mail
details. furthermore it should let me change the default character encoding for
the folder.
please reply to mt@0rf.at, as my main mailbox was the one which is affected.
