After updating mozilla from 1.3a to 2003011222, I can no longer use the German
language pack (de-AT). After installation there is a "(needs update)" behind it
in Edit/Preferences.../Appearance/Languages/Content and mozilla will no let me
select it. I suspect this is intended behavior, yet I think in a nightly build
mozilla should rather display something around "Are u sure u want to continue"
and then crash if it does not work.

Reproducible: Always

Steps to Reproduce:
1. Download nightly build.
2. Download and install language pack.
3. Select language pack.

Actual Results:  
Nothing.

Expected Results:  
Change to German language pack or crash.
Language packs are *linked* to a specific Mozilla version - you can't use a
language pack with a nightly build that is newer. That's why you see the 'needs
update'.

According to bug 174989 comment 2, this sould be solved with bug 169074.
