Steps to reproduce:
I have tried every way I can for hours on Mozilla sites to send an email or find this issue and failed. Please direct me to a solution if I've missed it and forgive my ignorance.
Firefox 124.0.1. Xubuntu 22.04.4 OS xubuntu 22.04.4 HP EliteBook8350 8G ram

I am unable to block the google.com or the frol.us cookies. I have blocked both in "manage exceptions > block" with no effect. The sites, and variations, are listed after reload as blocked but, after loading google.com, the google cookie re-appears in "manage data." I can't tell when the frol.us cookie is set.

I have loaded google.com and selected "tools > page info > permissions" and unchecked "set cookies" and checked "block". This remains persistent but does not block google.com. I also unchecked "store data in persistent storage" and selected "block" but, on reload, this is not persistent and has reverted to "default."

Also, I cannot successfully block, using "manage exceptions > block" another cookie "frol.us". Using the "page info" method is impossible because the site won't load.
Separate Issue:
I cannot find any information on the frol.us cookie. If entered in address/search bar, no page is found. If search string "What is frol.us" is entered, no result is returned that remotely resembles the query.

The Bugbug bot thinks this bug should belong to the 'Core::Networking: Cookies' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

We would need http logs for debugging this issue further.
We would need logs with Cookie preset.
Please let us know if you have trouble fetching the logs.
