This bug is to add a check for anchored tooltips when applying the tooltip margin offset from bug 1712669. Though it's not currently used in Firefox, tooltips can be anchored like other popups. But we can use nsMenuPopupFrame::IsAnchored() to check this before adjusting the margins.
