Steps to reproduce

1. Go to https://portal.auone.jp/
2. Open a new tab
3. Hover over the tab from step 1
4. Observe the behavior

Expected result

• Tab preview is displayed over the hovered tab

Actual result

• Tab preview is not displayed over the hovered tab

Regression range

• Not a regression since this is reproducible on a Firefox Nightly build from 2024-01-13 where this feature officially landed

• This is reproducing intermittently when accessing the page by
  -- using “ctrl + v” / “cmd + v” keys in the address bar
  -- using the “Paste / Paste and go” option from the context menu
  -- dragging and dropping the URL in the address bar
