Steps to reproduce:
In Firefox, the footer blue stripe obscures the "continue" button, making the page useless.
In Chrome, Edge, and IE, the footer is at the bottom of the page.

This was already filed as bug 1741234 which is still open. we landed a sitepatch there which mitigates the bug (I just confirmed), so let's dupe back to that bug.
