STR:
- Visit https://www.albixon.com on Ubuntu 23.10 (Wayland).
- Scroll the page with the touchpad.
Scrolling is delayed, lags behind and stutters instead of smoothly scrolling like before. It is much more noticeable using a touchpad with kinetic scroll compared with a mouse wheel.
If the window is too narrow, the scroll-linked animation is disabled and scrolling works normally.
Scrolling is smooth on Chromium.

I think this is a dupe of bug 1888748, but lmk if that's not the case.

Set release status flags based on info from the regressing bug 1864425
The website is no longer using a scroll-linked animation so it works regardless.
