This is probably going to change to something else when I deal with https://github.com/mozilla/firefox-translations-training/issues/375, but seeing as we won't be using the L3 clients anyways, this is the easiest path forward for now.

L3 change was backed out in https://bugzilla.mozilla.org/show_bug.cgi?id=1893519 for breaking decision tasks (we no longer had L1 scopes for pushes).
