I can drag & drop icons to/from the toolbar just fine, but the window in which
the toolbar icons from which I drag new ones is too small.  I am able to tab
blind to the DONE button, but think I should be able to see it as well.

Reproducible: Always

Steps to Reproduce:
1.View
2.Toolbars
3.Customize

Actual Results:  
I see a window in which not all the toolbar icons are visible.  Nor are all the
command buttons visible.

Expected Results:  
Display an appropriately sized window.

Is anybody else seeing this? Ted, please download a current nightly in the next
three days to see if this problem still exists or I will resolve this bug.
