Telementry is dependent on the use of Contile which will be removed
from the TopSites component.

From talking with the New Tab team, there are no plans to get sponsored
tiles from the Remote Settings collection.

As far as I know using the UI, there's no way to expand/collapse the
Top Sites row anymore.
