Steps to reproduce:

Downloaded 115.10.0.
Thunderbird would no restart.
Double clicking on on desktop icon did not work.
Double clicking on Thunderbird.exe in Program Files did not work.
Had to reboot computer to get Thunderbird to initiate.

Actual results:

See above.

Expected results:

Thunderbird should have restarted.
