If extension install is completely blocked by policy, the extension button shouldn't show

If in an enterprise, they've completely blocked the ability to install extensions and they aren't installing any extensions of their own, the extensions button shouldn't be shown.
Alternatively, we should provide an enterprise policy to turn off the button.
Usecase is kiosks and things like that.

If this only about the case when user doesn't have any extensions, we already have plans to hide the button for that case.
Or is there an ask to hide the button completely even in the case of forcefully installed extensions? Does Chrome have a policy like that?

This covers that then.
This was more the case where browser can't install any extensions anyway (which would mean no extensions installed)
So it can be duped to the other bug.
