It looks like we're just being sent a different version of the site, so maybe there's not much to diagnose here.

Indeed -- note the "/mb/" in Firefox vs "/m/" in Chrome in the address bars indicating different versions of the site.
This is the same thing discussed in bug 1892697 comment 1 (Yahoo Mail redirects Firefox to a different version of their site, though the version that they send to Chrome seems to work just fine if we spoof a Chrome user agent).
--> Calling this "needs-sitepatch" to consider spoofing another UA string here to avoid getting the less-good site experience. Note that bug 1892697 is also already flagged as needing the same sitepatch, so really we only need to land one sitepatch to address both of these.

We should be getting the tier1 mobile experience now. Can you reopen if you can still reproduce the difference?

Verified, it might have been A/B testing or something temporary because the pop-up no longer appears on Chrome, both Firefox and Chrome have the same behavior.
Tested with:
- Browser / Version: Fenix 143.0-candidate build 1 / Chrome 139
- Operating System: Google Pixel 5 (Android 14)
