Steps to reproduce:

Open any PDF with a hashtag: e.g. one#two#three.pdf

Actual results:

A new tab with title "three.pdf" was shown.

Expected results:

The tab title should have been "one#two#three.pdf"

Managed to reproduce this issue on:

• Firefox 126.0;
• Firefox 127.0b4;
• Firefox Nightly 128.0a1;

Tested and reproduced on:

• Windows 10;
• macOS 12;
• Ubuntu 22;

STR used:

1. Download the attachment.
2. Launch Firefox.
3. Open the pdf downloaded in step 1 with Firefox(either via context menu or drag and drop).

Setting as NEW.
