1894559 - New FxA CTA panel and App menu lead to same entry points

Discussions in https://bugzilla.mozilla.org/show_bug.cgi?id=1885645 led to a refactor of the new FxA panel shown in the avatar menu. However, it was brought up that now the new panel login button and the app menu login button lead to the same url/entrypoint for FxA sign in. This may or may not be an issue depending on how the FxA team tracks these flows.

For context:

The Avatar menu is the button on the toolbar that is enabled when the pref identity.fxaccounts.toolbar.pxiToolbarEnabled is enabled. It will look like the screenshot attached once https://bugzilla.mozilla.org/show_bug.cgi?id=1885645 lands

Clicking the "Sign in to sync" button will take you to the FxA sign in page with the follow url:

• https://accounts.firefox.com/?context=fx_desktop_v3&entrypoint=fxa_toolbar_button&action=email&service=sync

The App menu is the hamburger menu on the toolbar that, when opened, has a section that says "Sync and save data" with a sign in option. Clicking that option also takes you to FxA sign in page with the following url:

• https://accounts.firefox.com/?context=fx_desktop_v3&entrypoint=fxa_toolbar_button&action=email&service=sync

Which is currently the exact same as the other menu. We should ensure this is intentional and/or make changes if not.
