1894699 - Add Makefile with shortcuts to various commands

Description

Shortcuts should include proxy commands that run lando commands within Docker but that are invoked outside Docker. These include things like:

• lando makemigrations
• lando migrate
• lando tests

In the future other ported commands should be added as well, including, for example, ones to generate new requirement files.
