We should determine if it is easier/worth keeping this and if not how much effort is required to get rid of it.
One example is that mozperftest is set up to be using .mozbuild rather than a toolchain fetch (like raptor) for calling browsertime binary.
A toolchain approach is probably the better approach.
There may be other things requiring the .mozbuild folder we should look into first before removing it
