STR:
- Load attached testcase.
ACTUAL RESULTS:
The bottom of the textarea is flush (or nearly-flush) with the black border.
EXPECTED RESULTS:
There should perhaps be some space between the textarea and the black border.
Chrome/Safari give EXPECTED RESULTS; Firefox gives ACTUAL RESULTS.
This is part of what's causing the rendering difference in bug 1896125; this is "part (2)" in bug 1896125 comment 8.
