Attached file testcase 1

STR:

  1. Load attached testcase.

ACTUAL RESULTS:
The bottom of the textarea is flush (or nearly-flush) with the black border.

EXPECTED RESULTS:
There should perhaps be some space between the textarea and the black border.

Chrome/Safari give EXPECTED RESULTS; Firefox gives ACTUAL RESULTS.

This is part of what's causing the rendering difference in bug 1896125; this is "part (2)" in bug 1896125 comment 8.

Attached file testcase 2
Attached file reference case 2

Here's a pernosco trace of loading testcase 2, followed by reference case 2:
https://pernos.co/debug/HgHzegyT0MDa6xigLE-UDg/index.html

(They should render the same, I think, but they currently don't; we choose a higher baseline for the textarea in testcase 2 than we do for the block in reference case 2.)
