Firefox downloads 2 files upon every download of certain file types

User Agent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:109.0) Gecko/20100101 Firefox/115.0
Steps to reproduce:
Download a file with .exe extension
Actual results:
Firefox will cancel the original download, leaving a file of 0 bytes size in the folder (whatever folder it is assigned to download files into) then start another one and complete it.
An example. I just downloaded the latest FF version. After completion, the two files appear in my downloads folder as such;
Firefox Setup 115.11.0esr.exe 0KB
Firefox Setup 115.11.0esr(1).exe 57, 215KB
I just downloaded the latest Tor browser. Same thing...
tor-browser-windows-x86_64-portable-13.0.15.exe 0KB
tor-browser-windows-x86_64-portable-13.0.15(1).exe 102,490KB
Notes:
- When downloading video files there are no problems. Perhaps it's only with certain extensions.
- This has been happening with the last 4 or 5 versions.
- Nothing strange appearing in the 'Library > Downloads' popup
Using 115.11.0esr, Win 7, 64Bit
Expected results:
Should have downloaded a single file without the (1) attached to the end of the file

The Bugbug bot thinks this bug should belong to the 'Firefox::File Handling' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

I can't reproduce this. It seems likely that a specific configuration or peculiarity of your machine/profile/network is interfering in some way and Firefox is not responding to this correctly. In order to fix it we're going to need to figure out what that is.
Can you post a copy of the raw data from about:support ? ( Help > More troubleshooting information, then click "copy raw data to clipboard", and attach here - you can paste file content instead of selecting a file from disk for the first item in the form).
Also, if you create a second, temporary, new Firefox profile, does the problem reproduce there?

Unfortunately, we cannot reproduce this issue with Firefox 115.11.0esr on Windows 7x64 and Windows 10x64.
