The intermittent occurs when injecting takes longer than the expected
max delay of 500ms currently used in checkContent(). This seems to be
an issue specifically for injection caused by a manifest entry right
after the extension was loaded.

To generate a usable event to listen for a successful injection, the
patch adds a notification at the end of each injected script.

The first 2 CSS-only tests are not able to generate this event, but
have so far not been observed to fail intermittently.

This is a clone of D239869, which fixed a similar fail for the Manifest
V2 version of this test in browser_ext_contentScripts.js.
