There are various systems making raw-file/default requests to nss's lib/ckfw/builtins/certdata.txt, across the nss repo itself but also mozilla-{central,beta,release}. This file doesn't change often (around once a month), so we could most likely get away with some caching here to not call out to hg every single time.

This is consumed by scripts that scrape the Mozilla Root Store to make their CA
bundle; caching for a short while is not a big deal for that use case.
