1898252 - Promote more WebGPU CTS tests to tier 2

It turns out, many more tests are promotable to tier 2 in WebGPU CTS after we trim expected outcomes to only be what we observe from reports (i.e., using moz-webgpu-cts update-expected --preset reset-all …! So, let's build on top of bug 1893054, and get those promoted, too.
