1898359 - [GitHub Automation] pullrequest.open sometimes causes duplicate attachments on bugs

About 40% or so of the time, when BMO GitHub Automation adds a Pull Request to a bug, it duplicates the attachment. Normally there is only one comment saying an attachment got added, but there are two attachments in the table. It does not happen 100% of the time.
