We want the default experience for the FxA toolbar icon to be the new FxA CTA panel that was started in: https://bugzilla.mozilla.org/show_bug.cgi?id=1867098
This will really be flipping the identity.fxaccounts.toolbar.pxiToolbarEnabled to be true
