HDR being on in Windows sometimes causes issues watching SDR content on youtube/youtube embeds

Steps to reproduce:

Watching videos on Youtube is mostly fine, however, sometimes the video will either be very dim, washed out, or both. Unclear on what the trigger is. This is only for SDR content on Youtube as I have not watched any HDR content on the platform yet.

Actual results:

Videos will sometimes get washed out, very dim, or both. This will persist until I close and open a new window (not tab), or create a new window. Additionally, sometimes it will only happen in theater mode and full screen but not regular mode. Other times every mode will be washed out/dim

Expected results:

Colors should not be washed out and brightness should not be dimmed. See my thread for a demo and more context

This also seems to happen on reddit hosted embedded videos

According to the reddit thread, this issue might be specific to Windows and NVIDIA graphic cards capable of HDR (like RTX4090).
I cannot reproduce it on my system with AMD RX580.

As mentioned on the thread, setting the flag gfx.webrender.overlay-vp-auto-hdr setting to False seems to prevent this issue.
