1898814 - turn on performance tests on the new windows11 test machines

these will run in parallel to the existing windows 10 tests for 2 weeks, once we determine all is working well and regressions are showing up, then we can turn off the windows 10 tests.

I was waiting for this week to land it when the perf team was around to work with dashboard updates and deal with related alert issues.
