In Bugzilla 2.16.1, changing only the milestone for a product does not generate
an email for the reporter, even if the Reporter has their prefs turned on for
"Priority, status, severity, and/or milestone changes". Resulting message is
"Email sent to: no one". (Note email is sent for Priority changes on the same
bug, but not milestone changes).

Reproducible: Always

Steps to Reproduce:
1. Make sure Reporter has "Priority, status, severity, and/or milestone changes"
pref turned on

2. A user other than Reporter changes a milestone and submits.

3. Reporter of bug is not notified of milestone change.

Actual Results:  
Web page indicates: "Email sent to: no one"

Expected Results:  
Sent an email to the Reporter.

worksforme in 2.17.3, this has apparently been fixed since then.
