1899599 - Handle tools overflow with vertical tabs when expanded

For the expanded state, when we have more than 5 tools at the bottom of the sidebar they should collapse to a row of only icons (that will wrap to the next line), per the spec.

I can confirm this implementation on Windows 10, MacOS 11 and Ubuntu 22 in Nightly v134.0a1 Beta v133.0 (RC). The tool from the bottom of the sidebar are displayed as a horizontal row of icons when the sidebar is expanded. This only happens if a minimum of 5 tools are displayed.
