1899754 - Support i10n variables on the Infobar component

The Infobar component does currently only allow static data to be displayed. This is a limitation if we want to display content specific messages, which can be important to clearly communicate that some information is associated with a service provider. We had that with the mailto prompt asking users to add $mailto_provider to the list of known web-mailers and were not able to use the messaging system because of that limitation.
