Steps to reproduce:
Open two nightly windows side by side.
Noticed it happening since an update last night.
Actual results:
The inactive window gets blank until some interaction or mouse-hover
Expected results:
Both active and inactive windows displaying correctly

STR:
- Open Nightly and go https://www.mozilla.org/en-US/firefox/nightly/firstrun/
- Ctrl+N to open new window and go https://www.mozilla.org/en-US/firefox/nightly/firstrun/
- Focus the second window and place mouse pointer on the second window
- Wait for 30-60sec
- Scroll the page on the second window or move the second window

The bug is marked as tracked for firefox128 (nightly). We have limited time to fix this, the soft freeze is in 3 days. However, the bug still isn't assigned.
:gcp, could you please find an assignee for this tracked bug? Given that it is a regression and we know the cause, we could also simply backout the regressor. If you disagree with the tracking decision, please talk with the release managers.

Reproduced the issue on Firefox 128.0a1 (2024-06-01) on Windows 11 by following the infos provided in Comment 0 and Comment 2.
The issue is fixed on Firefox 128.0b1 and Firefox 129.0a1 (2024-06-11) on the same system.
