Details

When in ETP "standard" mode social trackers are not blocked in private browsing windows.
e.g. visiting https://variety.com/2024/digital/news/katy-perry-edits-harrison-butker-commencement-speech-1236022977/ in a PBM window the Instagram embeds only get blocked when I switch to ETP "strict".

We should block social trackers in PBM windows as well, independently of ETP mode. This is to align ETP "strict" and PBM fully.
Blocking more trackers in private browsing may lead to increased breakage. However, the social tracker list we currently use it quite small so we hope to offset that with adding SmartBlock shims that allow users to opt into tracking if they want to see embedded content. We're also considering allowing users to downgrade to ETP standard on a per-site basis.
