Merge Day Update

Please add:

  • approval-comm-esr128
  • tracking-thunderbird-esr128 (?, -, 128+, 129+ values to start)
  • status-thunderbird-esr128 (same values as esr115)

Same as bug 1836832, but for Thunderbird ESR 128.
