1900651 - Home and newtab wallpaper solid colour pref

For solid colour wallpapers, we want a pref.

This patch does not create the menu item, just a pref that changes the background colour.

So setting browser.newtabpage.activity-stream.newtabWallpapers.wallpaper-color to something css can use as a colour should set the wallpaper colour.

I have verified this enhancement using the steps from here and I can confirm the following:

• A solid color background is displayed if no wallpaper is set.
• If a wallpaper is set, it will override the solid color wallpaper.
• The text from the "New Tab" page is visible.

Verified using the latest Firefox Nightly 128.0a1 (Build ID: 20240607090815) installed on Windows 10 x64, macOS 14.1.1, and Ubuntu 22.04 x64.
