Steps to reproduce:

Tried to enable TB menu > View > Zoom > Zoom text only.

Actual results:

Clicking 'Zoom text only' did nothing; a check mark didn't appear next to that option and I had to press ESC to close the menu.

Zoom text only using the mouse wheel, ctrl++/ctrl+-, and the View menu zoom options fails; everything zooms.

Expected results:

Clicking 'Zoom text only' should have produced a check mark next to that option, the menu should have closed, and zooming text only using the mouse wheel, ctrl++/ctrl+-, and the View menu zoom options should have worked.

I changed browser.zoom.full to false and the check mark appears next to the menu option. However, bug 1689031 ("Zoom text only" does not work with Ctrl+wheel) still exists. Trying to uncheck the option doesn't remove the check mark but does close the menu.

Also, ctrl++/ctrl+- work only after I've zoomed in or out one time using the View menu zoom options.

Yes, "ctrl++/ctrl+- work only after I've zoomed in or out one time using the View menu zoom options." looks like the same as 1853442; it works in a new window. But zoom text-only doesn't work even if opening a message in a new window.
