Simple to reproduce.

Grab a source, update it with checkins, build mozilla (I had --enable-calendar,
--enable-crypto and --enable-optimize), and when mozilla is built, language
section is empty in Edit/Preferences/Navigator/Languages/Add  :-/

To intl.  This works in nightly build 2003-01-21-22 on Linux....

I failed to launch the 01-22-08 windows, will check this once the build available.

This regression happened between 01-21-08 and 01-22-15 trunk build.
Depends on: 190256
This works in 01-23-08 windows build now.
This seems to be fixed by bug 190256 as everybody assumed it would be.
At least it does work for me now and didn't yesterday. See also comment 8 and
comment 9.
Feel free to correct me if I'm wrong.
