it is changeable when creating , but after it's doesn't allow

It was in latest version .
Unfortunately I could not reproduce your issue. Editing bookmarks in the Bookmark Manager works without any problems.
Could you please provide any additional information that would help us reproduce this issue?

Redirect a needinfo that is pending on an inactive user to the triage owner.

If you were using bugzilla for testing or were told to as part of the course, please stop. This is a production database used by employees and volunteers and this sort of activity wastes our time.
