with shorter names (pref-irc-appearance-prev.*) and correct the jar.mn

way to go. Mac CVS Pro will shorten any file name that it checks out to 31
chars, chopping out the middle and inserting an asterisk. So, any file that may
be referenced by a Mac CFM build cannot have a name > 31 chars.
This was checked in last night by rginda.  Rob- Can you take a look at this?
Yes, I'm looking at this now.  I have a patch almost ready, which will move all
pref files into a prefpanel/ subdirectory, and hack off pref-irc- from all of
the filenames.

move content/pref-irc* into content/prefpanel/, and strip the pref-irc- prefix.

also consolidate the pref-irc-*.dtd files from locale/en-US into a single
pref-irc.dtd.
