Defining font-size doesn't seem to work anymore with build id: 2003012208. It
seems like default font-size were something like 16 or 18 pixels no matter what
I select via preferences panel or simply type into prefs.js (while Mozilla isn't
running). 


Reproducible: Sometimes

Steps to Reproduce:
(0. Create a fresh profile. I'm seeing this with both old and new profile.)
1. go to http://www.slashdot.org/
2. try to adjust default font size in Edit-Preferences-Appearance-Fonts

Actual Results:  
Nothing happens.

Expected Results:  
Page layout should have been adjusted to reflect the change in default font size.

CTRL-+/- still seems to work. Pressing CTRL+= returns to
not-the-size-I-selected-as-default size. AFAIK, this feature did work with 20030110.

I saw this on 01-22-15 trunk build on WinME but not on 01-21-08 trunk build.

As well as the size issues it is also ignoring the Serif/Sans Serif setting for
Proportional fonts and always uses Serif.

This is true whether the "Allow documents to use other fonts" is checked or
unchecked, even on pages with no stylesheets or FONT tags.
This works in 01-23-08 windows trunk build now.
This seems to be fixed by bug 190256 as everybody assumed it would be.
At least it does work for me now and didn't yesterday. See also comment 6 and
comment 8.
