When filing a bookmark, the button to create a new folder does nothing

Reproducible: Always

Steps to Reproduce:
1.Click Bookmarks -> File Bookmark...
2.Click New Folder
3.

Actual Results:  
Nothing happens

Expected Results:  
Dialog for new folder name comes up

The JS Console shows:
