As part of Homepage as a New Tab, we want to be able to click on the New Tab Button in the Tabs Tray and create a new tab (without loading it) and display the Homepage.

- The following change will simply create an about:blank tab and increment the tab counter without loading any session when the user clicks on the New Tab button in Tabs Tray. We already navigate to Homepage when creating a new tab. This will essentially provide us a Homepage as a New Tab experience.
