English is a pivot language and on non-English app locales, the way it is added is putting it on the top of the list of languages. It should be in alphabetical order with the other languages.

(Behavior is based on bug 1900148 landing, at present, so not in-tree).

English is a pivot language and was entering the list order out
of order. This patch puts it into the general order for downloading.
