Before this build I had 2003-01-20-08 trunk build. I did a clean install by first uninstalling the old one and then made a complete install from mozilla-win32-installer-sea.exe file. The failed build was 2003-01-23-15. Now I'm back to 2003-01-20-08 and all root CA certificates are back in certificate manager.
Maybe related to bug 190151 or bug 190247? These were regressions from 01-22 and fixed at 01/23/2003 11:34 (so I'm not sure if that fix is already in your build), please try with the most recent build and report. Thanks.
