Why is the speech-dispatcher running?

Recently, while looking at the list of processes I noticed that the speech-dispatcher program was running, as a program detached from Firefox.
I do not recall having to agreed with any popup to accept the usage of Web Speech API. Ideally the process should only start after approval from the user.

Shutting down Firefox correctly shutdown the speech-dispatcher processes.
Setting the preference media.webspeech.synth.enabled to false, prevent the process from starting.

Steven De Tar confirmed having a similar issue on Mac.
