In order to enhance the usefulness of Skylight, we want to investigate the ability to search for messages based on a particular action (i.e. set to default) for items that are currently live in m-c/remote-settings/nimbus rollouts.

A partial solution is easy, but hard to figure out how to frame it in a way that is scoped to reality but won't frustrate users or engender mistrust. Need to think about this some more. May want to wait on in-tree messages & remote messages being completely supported here.

We want to know what we mean specifically when we talk about "actions" - which categories should be captured? Should we have a more general search/filter function?
