Steps to reproduce

  1. Have compose homepage flag on. Add shortcuts until there are 9 shortcuts
  2. Swipe to the second part of the top sites carousel

Expected behavior

Section should stay the same size

Actual behavior

Section shrinks to wrap the single row

This issue is still reproducible in latest Nightly 136.0a1 from 01/22 with Nothing Phone (2a) 5G (Android 14).
