Steps to reproduce: using build 2001012304 or 2003012404
1. go to sweetlou download page
2. click on Windows Installer NSSetup.exe

actual results: nothing 
expected results: dialog would come up asking where to save file followed by
download manager showing progress.

(went back to check older builds - will try to narrow down when this started)

workaround- hold shift key and click on link will allow you to save file
also NSSetup.xpi works
should have seen this before logging
