 If you size the filters window too small (height wise) when editing/creating a
filter, then the scroll bars of the criteria pane disappear... meaning that you
can't view or scroll to view more than one line.

Reproducible: Always

Steps to Reproduce:
1. Open filters tool
2. Create or edit a filter with 2 or more criteria
3. Make the window smaller (in the vertical direction) until the scroll bar
disappears from the criteria pane. There should be a minimal size.

Actual Results:  
Scroll bar disapperared.

Expected Results:  
The criteria pane should have a minimal size... and so should the fil
