After about:config finishes loading in FizzillaMach/2003012403, the
PageUp/PageDown keys don't work until the user manually focuses the content
area. As with other resources, the content area should focus after about:config
finishes loading.

To reproduce:
1. Type about:config in Location Bar and press return
2. Press PageDown.

Expected results:
Page scrolls down.

Actual results:
Nothing happens OR Find-As-You-Type actuates (see bug 190495).
here's something interesting (found using today's trunk build):

1. load about:config
2. hit Tab key.
3. hit PageDown key.

results: page scrolls down. note: if i use the spacebar instead of PageDown, it
won't scroll (home, end and pageUp key also work, though).

I like the way it works -- it focuses the quicksearch field. If I hit tab to
focus the content area, then pagedown will work.
